Now, this is a perfect world, don't deny it
On a serious note here, I'd do something very similar to Bullet Magnet's idea, but some additional/different things. One thing would be a strict death sentence for crimes, since that would help clear the world out of any possible assholes causing problems, rather than just having them take up space.
We then have one similar planet to Earth. Earth is left by itself with the animals, and no buildings of any sort mostly. The other planet is the human space, though we'll still have a few gardens etc., the animals and wonderful environments remain intact on the other planet, though humans are allowed to visit and explore etc. for holidays, though any littering or anything of harming the natural environment will be strict, harsh punishment, and perhaps death, definitely if you purposefully kill anything, even an ant.
Humans are given nothing by default; however, when you work, we give them special points, and so they can then use these to get decent things such as good houses, games consoles etc., and everything will flow freely. Any power is created through solar panels etc., so no pollution. On Earth, though somewhat limited, genetics etc. you're pretty much free to do what you want. Religion is allowed, though if you try deliberately to convert anyone else, or do any Jehova's witnesses BS, you will be punished severely for first offence, then killed if another offence is committed. Laws are less limited, though any killing will result in death of that person. A family quota of no more than 2 intentional children is allowed, not including adoptions (say, you have triplets, it's not your fault, so that is fine). Drugs are mostly not permitted, though perhaps not things such as alcohol, though then again, if you never tasted alcohol, you'd never find yourself lusting after it. Pets are pretty much do what you want, some species taken purely from Earth and bred, others genetically created and modified, though these are not to go to Earth at all, and you will be killed for such an offence, if purposeful.
On the killing thing, highly complex machines will be created; they will go into the brain and probe for the truth, as lie detectors are not really 100% reliable. If they are found guilty/not guilty, the charge is given.
Both planets are 100% sealed by invisible barriers from space, to prevent nothing coming in, apart from large meteors and other worldly ships, missiles etc. to prevent attack from things such as Patrick's planet. These may be let through under special circumstances, but any people and animals coming in will be highly and closely monitored. Earth and Human Earth are neutral, and are not hostile in any way to other planets.
For materials, special atom technology is used to create substances at will, perhaps even new elements with perfect use for the task. New elements and parts for use are harvested from other things in space, mainly uninhabited moons, planets and perhaps meteors, just to obtain atoms so we can edit them etc., since we can not purely create or destroy atoms. Human waste, both biological and artificial, is also a main source for these atoms for reuse.
In many ways, you can do what you want also. If you want violence, but not in video games, for example, you can obtain special cells which can be grown and cultured into literally mindless organisms, as lifelike or unreal as you want. machines are used to create this, so you could, in theory, create zombies, and use weapon of your choice to kill them. Before this, an extra body is grown, then if you die, the mind and memories are moved into the new, duplicate body, to prevent death from this. Also, new bodies can be made, even with adjustments such as wings etc., perhaps, and even things such as immunity to pain etc, allowing the loony violence things to go on without you suffering yourself. team games can also be played. You could essentially have a 100% real Halo. How awesome.
Food and water are manufactured/grown etc., along with where the atoms are modified, and a third planet solely for this purpose. This is also within the protective shield of the three planets, and the original Earth's moon. Special gravity modding equipment is in place to prevent the new planets affecting each other or the original Earth.
...if you read all that, that's as perfect as it's getting. I doubt you can do much better.
