I think that's just the way the radio replays the voice. Your voice NEVER sounds the same when played back on anything, does it? Recordied on a camera or anything...always sounds weird. So I presume it's that.

"I hate that Abe guy!" I think that this has been asked before, but at the end of Exoddus, you hear this, and it sounds a lot like Phleg. Of course it can't be... anyone know anything?
I always figured it was a tongue-in-cheek reference to Phleg and not meant to be taken too seriously.

If you really want an in-world explanation, you can say that it was a catch-phrase of Phleg's that caught on in the Cartel and was much repeated in the same way that we might quote Bart Simpson.
