The artbook says in relation to this picture,

The Vykkers and Glukkons are separate groups. They're competing industrial families with their own agendas, quotas and specialties, fighting each other over capital, contracts, resources, airtime and markets. Just like real corporations, they frequently negotiate to work together. That's always been the case.
