I guess what they do is make up their own OS-tan universe. If enough people like it, they'll consider it canon. So if people make a fanfic, web comic, etc based on the accepted universe, it will be considered canon.

I don't think I've ever really seen something fan made to be considered canon in Anime, TV or in films. I'm probably completely wrong, It just sounded a bit odd to me.
