I think it means no standing on the toilets to take a dump.

The sign in general is aimed at international students. I imagine that first one is specifically directed to those coming from countries where public toilets are simply holes to crouch over. Supposedly they sometimes get confused and/or disgusted by our preference for actually making arse-cheek contact with the toilet.

Also, I thought you were studying something aeronaticalish. Why an ICT session? Also, who talked to you?

I only went to the ICT day because I'm doing software development at school, pretty much for the hell of it. So yeah, my teacher thought it'd be a good idea to take my class, even though half of them didn't show up. And we had sessions with Bianca, Clinton Woodward, James Hamlyn and an eccentric guy called Buzz who really likes networks...

I don't know Bianca, but James Hamlyn-Harris is ten kinds of awesome. Clinton is pretty cool, too; he's researching UAV helicopters and blimps and said positive things at my last progress review. On the other hand, I tend to duck in to corridors and offices if I see Buzz coming in the distance.

Why is his name Buzz?

I have often wondered but have never been able to determine the reason why.

In plenty of countries the preference is still for squatting when taking a dump. Once you get used to maintaining your balance and position, it's actually easier because it makes your tracts straighter. Let's face it, it's the "natural" way. My uni has at least one squatter in an obscure toilet, wish it had more.
