I don't understand the qualms with using singular "they" when referring to one person.

It seems to be the default when discussing/referring to people you don't know the gender of.

No, it’s a catch-all for anything not considered a “normal” gender identity. http://en.wikipedia.org/wiki/Genderqueer

Which really makes me wonder what exactly Josh identifies as, since “non-binary” isn’t very specific.

To add to what Manco said, there are no 'official' terms here, because we're talking about a very disparate group of people with no centralised organisation. Trying to get them to agree (so to speak) on one word would be impossible. Ultimately it comes down to what language always does; words are invented and if they work, they catch on.
