I always figured it was a tongue-in-cheek reference to Phleg and not meant to be taken too seriously.
If you
really want an in-world explanation, you can say that it was a catch-phrase of Phleg's that caught on in the Cartel and was much repeated in the same way that we might quote Bart Simpson.
