I don't know if it's any help, but after removing the names of moons and planets from the first line of toollist.txt, I got '/LILII/'. Could be Roman numerals for 51 and 52, or perhaps it's for a cypher of some sort. I'll keep looking to see if the pattern repeats.
EDIT: After I went through the whole document, I got this:
/LILII/LILII/LILII/LILIILILII/LILIILILIILI/LIILILII/LILIILILII/LILIILILII/LILIILILII/LILII/LILIILILII/LILIILILII/LILIILILIILILII/LILII/LILIILILII/LILII/LILII/LILIILILIILILII/LILII/LILIILILIILILII/LILIILILIILILIILILII/LILIILILIILILII/LILII//LILII//LILII/LILII/
Because it's the same two letters every time, perhaps it's supposed to represent binary code? I could be way off on this, but it seems like there's something here...
