Oddworld Forums isn't a free country - actually it's not a country at all but you get my point.
Grandmaster Alcar hires the server space that OWF is hosted on. He pays for it, he's free to do what he likes with it except host child porn (actually I've always wondered what happens in employee lounge...). His Imperial Majesty has divided the website into individual forums and sub-forums (as is custom) and has set up a hierarchy to moderate these forums. His Excellency Mr Splat, Governor of the Fan Corner was denoted By His Imperial Majesty to govern this section of the website.
So you are not free to do what you like. If you want to create your own RPG do it own your own website. Regardless of where it is created I doubt anyone would join as there is little interest in RPGs here (usually only one, never more than two running at any given time); especially ones created by people with a poor understanding of the English language.
