Wgy should we have RPG Licences?

That's sadly all I can show, because in the over-zealousness of my early days I used to delete threads like that.
We have the licences to stop total noobs making floods and floods of awful RPGs, basically. T-nex started up the system when she was RPG mod before me, and I'm sure she'd love to justify it as much as I love to.
But basically it keeps out noobs, and lets me monitor what's going on down here. If you're not a noob and you know what you're doing, then you'll probably get a licence.
